Overview
Illinois state law requires school districts provide
Transitional Bilingual Education (TBE) and/or Transitional Program of Instruction (TPI) services for all students in kindergarten through grade twelve who are identified as having limited English proficiency.
The TBE services are for non-native English speaking students who are mastering written or spoken English. The program provides instruction in the student’s native language with transition into English. Our District has an early-exit model which means that the native language is used for instruction in Grades K-2 with transition into English occurring towards the end of second grade and in third grade. Research tells us that the stronger a person is in their first language, the easier it is to transfer that knowledge into another language. By Grades 4 and 5, students are being instructed in English with native language support if needed. The program helps students to succeed in academic subjects and learn English.
TPI services are for non-native English speaking students who are mastering written or spoken English. The program provides support to help students succeed in academic subjects and learn English.
Goals
Our goals are to ensure that any student learning English:
- Attain English proficiency
- Develop high levels of academic competence in English
- Meet the same challenging State academic content and academic achievement standards
